The Phoenix Valley receives less than 13 inches of rain a year and yet, more than any other big city in the Western US, Phoenix’s residential development is characterized by lake-front property and golf courses. CAP water significantly enabled and increased the usage of water for real estate development and golf courses. Municipal water usage is 30% of Arizona’s total usage. Real Estate speculation and development has been one of the primary beneficiaries of CAP.
